Rawlins High School & Rawlins Middle School Activities/Athletic Spectator Guidelines
Hello CCSD1 Patrons,
In cooperation with Carbon County Public Health, the Wyoming High School Activities Association, and others, Carbon County School District #1 has developed protocols for fan attendance at athletic and activity events this upcoming school year. These protocols are designed to best protect the health and safety of our community while simultaneously allowing fans to attend events and support our youth in their activities. We thank you in advance for your support in helping us protect the health and safety of our students, staff, fans, and communities as you support RHS, RMS, and LSRV athletics and activities.
Thank you,
Mike Hamel
Superintendent CCSD1
Introduction
Carbon County School District #1 (CCSD1) and its member schools will work in a safe, responsible manner designed to maximize the health and safety of our fans and participants as we reintroduce athletics and activities. Rawlins High School, Rawlins Middle School along with CCSD1 administration and Board of Directors will do its due diligence in getting athletes and activity members back to their craft in accordance with WHSAA policies as well as local and state public health orders. Spectators are an integral part of our student athlete and activity members' competitive and performing environment. The following protocols and procedures have been created in accordance with local and state public health orders and guidance from the WHSAA to allow fans and spectators to support our student athletes and activity members as they return to competition.
Wellness Screening
Spectators will undergo a wellness screening upon entrance at both indoor and outdoor venues in accordance with the WHSAA Restart Plan. The wellness screening will consist of a questionnaire regarding current health, symptoms associated with Covid 19, as well as recent exposures to people who have contracted Covid 19 or are suspected to have contracted Covid 19. The wellness screening will be conducted to better protect fans and participants while also providing contact tracing information for Carbon County Public Health should it be necessary.
Social Distancing
Social Distancing of 6 feet should be adhered to whenever possible. Family groups will be permitted to be together. Non family groups will be encouraged to adhere to 6 feet social distancing standards when possible. When Social Distancing is not possible, face coverings will be required.
Face Coverings
Bandanas, scarves, cloth and non medical grade masks will be acceptable forms of face coverings at all activities and athletics. Face coverings will be required for entrance and exit of all activities and sporting events both indoor and outdoor. Face coverings will be required when social distancing is not possible or in places people congregate. Due to the size of our indoor venues, face coverings will be required at all times. Children under the age of three (3) will not be required to wear a face covering.
Concessions
In accordance with the CDC and local and state health department guidelines, concessions at all competitive venues will be very limited. Bottled drinks and packaged foods will be available. Popcorn, nachos, hot dogs and all foods that are not prepackaged will not be available. In addition, no water fountains will be available for use at either outdoor or indoor venues.
Current Public Health Order on Gathering Size
State Health has created gathering size health orders for both indoor and outdoor facilities. Currently, the Public Health order for gathering size are 250 patrons in each facility indoor and 1,000 for outdoor. Participants and game day personnel are not included in the patron totals.
** As new health orders are released the limitations can be modified in accordance with local and state public health orders and guidance from WHSAA.

NFHS Network
Carbon County School District understands that supporting student athletes and activity members is important. We will be broadcasting events on the NFHS Network to give fans and parents an opportunity to watch our students compete or perform as much as possible. We currently have Pixellot cameras in our Rawlins High School main gym, pool, and stadium for viewers to watch the games remotely.
Timeline Expectancy
It should be noted that timelines and capacities can change. These are times that require flexibility and understanding. The capacity may vary depending on changing health circumstances and corresponding direction from CCSD1, Carbon County Public Health, the State Health Office, and/or the Governor. Although starting fall sports on time is a great feat in itself, protecting the health and safety of our fans and athletes so we can finish our sports season is our ultimate goal. Please do your part in following all protocols to give our athletes and activity members the best possible opportunity to compete and perform this school year.
***This amended plan will be in place until new guidelines are issued***
